Paul has over thirty years’ experience within the cost consultancy and project management sector in both Local Authority and Private Sectors.
From an early stage in his career; he has been appointed in key positions from a technical and business development perspective. He quickly developed a respect amongst his peers for his technical ability which naturally led to him developing long-standing relationships with clients. The projects he has been responsible for cover a number of sectors including retail, leisure, residential and commercial.

Jonathan Leech

Associate Director
Jonathan is a Chartered Construction Project Manager with over ten years’ experience delivering complex, high-value programmes across the data centre, advanced manufacturing, education, healthcare, and engineering sectors.
Currently operating at Associate Director level, Jonathan leads project-critical infrastructure programmes for global clients, managing multi-disciplinary teams across Europe and overseeing projects with values up to £1bn. His experience spans the full project lifecycle, from early feasibility and requirements capture through to construction delivery, commissioning, and operational handover.
With a background in construction, facilities, and secure environments, Jonathan brings particular strength in programme governance, risk management, stakeholder engagement, and operational readiness. He is recognised for his collaborative leadership style, ability to manage technically demanding projects, and for building high-performing teams in complex delivery environments.
Alexis Shearn
Office Manager
Alexis is the Office Manager at iLEX, responsible for the day-to-day operational management of the business and supporting the leadership team in maintaining an efficient, well-structured working environment.
With a strong background in administration, coordination, and business support, Alexis plays a key role in ensuring the smooth running of the company’s internal operations. Her responsibilities include overseeing office management, coordinating business administration, supporting financial and reporting processes, and assisting with project and client documentation.
Alexis works closely with the directors and project teams to ensure systems, processes, and communications are organised and effective, allowing the technical teams to focus on delivering projects for clients.
Her proactive approach, strong organisational skills, and attention to detail make her an integral part of the iLEX team and the continued growth of the business.
James Ball
MRICS
Chartered Senior Quantity Surveyor
James is a Chartered Quantity Surveyor with over 20 years’ experience delivering comprehensive pre- and post-contract commercial management across residential, commercial, retail, leisure, and education sectors.
With deep expertise in cost planning, procurement, and contract administration, James provides robust commercial leadership from early feasibility and viability assessments through to final account. He has led the commercial delivery of projects ranging from £100k to £50m, working across both traditional and design & build procurement routes under JCT and NEC forms of contract.
James brings particular strength in pre-construction strategy, design coordination, and stakeholder management, supporting clients through planning, funding, and procurement stages to ensure cost certainty and informed decision-making. His calm, methodical approach and attention to detail make him a trusted commercial advisor to clients and delivery teams alike.

Ben is a driven and ambitious Project Manager currently completing a Master’s degree in Quantity Surveying at the University of Salford. With a solid foundation in the construction industry and several years of hands-on experience, Ben has developed a strong passion for delivering high-quality, value-led outcomes.
Ben’s proactive approach, eagerness to learn, and commitment to continuous professional development position him as a rising talent within the industry. Ben contributes to the successful delivery of projects with a focus on collaboration, efficiency, and long-term value.

Senior Quantity Surveyor
Alun is a highly experienced Senior QS with deep expertise in traditional Bills of Quantities, cost planning, and contract administration.
With a strong background in delivering accurate financial control across diverse construction projects, he ensures precision in estimating, tendering, and procurement. Alun provides value-driven solutions with a meticulous, detail-oriented approach.
